Nestor wants District 2 council seat

July 24, 2008 — Outspoken North Sider Craig Nestor, a.k.a. "lefse" or "myturn" on local news Web sites, wants the vacant District 2 council seat.

But the man with many handles and a penchant for rubbing council members the wrong way has some considerable hurdles to clear first.

"The excuse that I'm too caustic, that I'm too aggressive, doesn't fly," Nestor said Wednesday. "I'm not going to go in there just to cause trouble."

But it's up to council President Bill Harnden to initiate filling the vacancy, and he has decided against doing so.

Nestor said he's collecting signatures from neighbors to encourage City Hall to fill the post.

"It should be a concern to every citizen in District 2 that they have representation on the Common Council in the interim if someone is willing to do this through appointment," Nestor said. "What presiding officer or member should have the power to take this right away from every citizen that they do not represent?"

Harnden says his decision has to do with the timetable for appointing someone bumping up against the April election cycle — not with Nestor's character.

While I can verify that Harnden wasn't inclined to appoint a replacement when news of Olson's resignation was fresh — before Nestor started campaigning on local news blogs, Nestor's clashes with the council are well-documented.

Nestor points out that the need for these North Siders to be represented on the council should outweigh the distaste some council members have for his tactics.

"They don't want Craig Nestor on the council floor," he said Wednesday. "I'm opinionated and I'm aggressive and I say what I mean, and I don't think people like that."

If anything would create a dike on the eastern side of the northside allowing for water to be held back from entering developed land from the marsh. If you remember the plan, it did not run through the middle of the marsh but along the edge of development in the city(except of course of the segment near Red Cloud Park where it ran through it). Also, the original 1998 plan of course had the 10% local funding portion but I expect this time the DOT will fully fund it 100% with state funds, which will not raise your property taxes. "

" That is the only reason I voted against it in 1998 and I know many others (I will admit they are mostly southsiders) who would be satisfied with it if they drop the 10% local funding match. People on the southside are sick of the heavy traffic on all three of the main roadways. On tax base, near the mall the corridor plan acres of land to be developed adding to the tax base of the city of LaCrosse, not Onalaska. Finally to disappoint you, this mayor and council have approved the northern portion from 157 to Gillette, so yes, part of it is coming. "

As far as Mr. Nestor goes, I agree that council members probably would not have been thrilled to see him get this appointment to Jon Olson's seat. But there is nothing to prevent this very active city hall watcher from running for for council next April.

Then northside voters from his district will decide on his qualifications and style of activism. I wish him well as he decides whether to seek city office. I will say that he spends lots of time studying city issues- more than most of the council members there now! Steve Gores CRG La Crosse "

" No, however here's the process to fill a vacancy, which explains why the decision to keep the seat vacant. The council president requests the city clerk advertise the opening for a few weeks. The clerk receives the applications and confirms residency in the district. Usually there are only a few applicants, so each person is interviewed by the council president and other council members. They make their recommendation and the full council then makes the final selection. This process usually takes 2-3 months, depending on the council schedule. If they started right now the new council member would only be seated for about 6 weeks before nomination papers can be circulated. In the past when the council appointed someone this close to beginning of the election cycle, they were accused of playing favorites, so traditionally they wait so the voters can decide for themselves who they want. "

Even if they search the decks and find another Lorainne, my bet is it will remain empty. Wouldn't that be easier, find your ringer, conduct interviews, and pick other than Nestor? By the way When I make it down town to City Hall to complete a number of tasks, I will fill out an application for The Mayor's Secretary that start out with near $21.00 per hour. By the way I was trained as an Administrative assistant, and I can type 55 words easy, and I do have the Vet preference?
