The clerk receives the applications and confirms residency in the district. Usually there are only a few applicants, so each person is interviewed by the council president and other council members. They make their recommendation and the full council then makes the final selection. This process usually takes 2-3 months, depending on the council schedule. If they started right now the new council member would only be seated for about 6 weeks before nomination papers can be circulated. In the past when the council appointed someone this close to beginning of the election cycle, they were accused of playing favorites, so traditionally they wait so the voters can decide for themselves who they want. The only problem is the people that he makes personal attacks on all had to win an Election to be in their position. If he wins, they will have to deal with him.
