Doyle responds to Tri-State claims

July 31, 2008 — La Crosse County and Tri-State Ambulance officials are duking it out through the media, and for now at least, I'm happy to oblige them.

When the Tribune broke that the city planned to dip into the ambulance business, Tri-State Director Matt Zavadsky was reluctant to criticize the merits of the proposed operation. He said he wasn't aware the county and city had reached a tentative agreement, let alone what it might entail.

County Board Chair Steve Doyle now is making the rounds with local media countering that point. Doyle said he sent a copy of the proposed ordinance revisions to Jim Klock, president of the Tri-State Board of Directors and member of the company's negotiating team.

Here's an excerpt from that July 3 e-mail from Doyle to Tri-State reps (the attachment was omitted in the version released to the press):

"Attached is the proposed ordinance. (It's the same one I emailed you a couple weeks ago.) This is the one I plan to go with...I'm sorry that we have reached the end of the road. If anything makes you change your mind, let me know."

That correspondence was sent the same day Mayor Mark Johnsrud and Fire Chief Gregg Cleveland updated the city council on the plan in a closed meeting.

In an e-mail to Zavadsky and Klock and copied to the media Thursday, Doyle said "While there is certainly room for disagreement on the merits of the proposal, I would ask that Tri-State not publicly infer that the county is either 'double-dealing' or doing things behind your back. The county has tried to strictly adhere to our policy of providing full information to all sides in this matter....Please respect our role in this process (as mediator) and limit criticism to the details of the proposal and not to the parties involved or their motivations."

A call to Zavadsky regarding Doyle's statement prompted a Tri-State reply, which reaffirms their stance.

"If our communication has implied any impropriety in handling this issue on the county's part, we apologize. That certainly wasn't our intent," Klock said.

He added that while he did receive that July 3 e-mail, there wasn't an understanding that it was final since they've been left out of the more recent talks.

"The media has asked us to comment on the city/county plan but we feel that it's not appropriate for us to respond to a plan you haven't publicly announced, even if it hasn't changed since July 3," Klock wrote. "We've been encouraging public disclosure of the plan, which would give us something to respond to and we've been reinforcing the quality and effectiveness of the current system. We haven't seen, or aren't aware of any proposal that would improve on what we currently have. In fact, we believe if you're proposing what was in the preliminary draft, it would compromise the current delivery system."

" To claim all that all the secrecy and closed door meetings were necessary to the "mediation process" is really laugable. One of the supposed vital parties to the "mediation"- Tri-State Ambulance( which evidently left discussions over a month ago)wanted this proposal/discussion to go public.

Closed door discussions/deal making by elites (especially chief executives supposedly answerable to the voters)IS NEVER A GOOD OR JUSTIFIABLE PRACTICE.
The only way to restore confidence in the process and the idea itself is to have a wide ranging, open discussion and a referendum ratifying vote by all the voters in this city.

Power to the people on this one- it's their lives and health at stake. Way too important to leave to Doyle and Johnsrud don't you think? "

" Read the results of this AM meeting and it does not take a rocket scientist to read the truth between the BS lines by Doyle and the boys. this is the beginning of a slow take over, that way they can let the waters cool and in the end they can say Mission Accomplished, without the poor taxpaying saps realizing what just poked them again in the rear. " This whole issue can be resolved by putting it to a city wide and county wide vote, so the taxpayers can make this call. this way the citizens can force out into the open the complete plan documents and analyze for themselves the merits if any of this plan. With all of the financial issues and other critical concerns facing the city and county at this time, it simply boggles the mind that the powers to be are pushing so hard to take over a private business that is working very very well. He has told me he has not seen any document outlining any agreement or plan by the city FD regarding this issue and questioned how he could vote on something he has not yet seen in writing.
Enough of the closed door meetings on an issue that has a HUGE effect on the health care of the public citizens in this community. When did government get the right to dictate your health care provider without asking you first? What rights are next to fall prey to our elected "representatives"? "

1. Contact all council member and ask then to oppose.

2. Insist the Chief stakes his career on a city run ambulance operating in the black.

3. Insist the any city run ambulance be operated out of an enterprise budget so accurate gain/loss tracking is available instead of numbers disappearing in the general budget.

4. Insist the FD and Mayor cover all operation losses out of their salaries after a defined trial of 2 years.

" I asked for an Ethics Board Meeting in regard to Doyle. Upon arrival at the meeting two Ethics Board Members were in discussion about the topic when I walked up and introduced myself. Then soon after the meeting was convened it was 'clear' that these Board Memebrs had information already given to them, they commented on informatuion that was not mentioned at that meeting and should have not known previoulsy. Wrong!!! That is precisely what the Meeting was called for. They did not want to hear much of anything and already had made up their minds. In a correct setting they would have listened to the two sides and turned out a decision later. Not only did the Members conduct themsleves shoddily, but someone had to press them up to the wall and feed them 'their' side before the meeting. Shameless! "

" Good for Tri-State Ambulance for walking away from these convoluted discussions. After a year of secret meeting, theres never been a better time for the common sense of citizens to be heard. Just when you think weve seen (or paid) it all, the mayor and fire chief foist a plan to create an ambulance service on the city of La Crosse, where (a) Tri-State provides a service at no cost to taxpayers (city or county), and (b) provides quality and quantity of exemplary health care delivery beyond reproach. And never mind that this plan will (c) both threaten and erode Tri-States impeccable performance, or, (d) one-way-or-another, needlessly cost every taxpayer city and county more money. If it aint broke dont fix it. And (f), any La Crosse council member who votes in favor of this plan has completely lost touch with the common sense of public they represent. "
