City council retreat set

Aug. 27, 2008 — City leaders have finally settled on a date for their not-so-annual council retreat from 9 a.m. to 3 p.m. Sept. 6 in the Zielke Suite at the La Crosse Center.

The agenda says the meeting is being called "...to reflect on and set goals for the coming year, and to evaluate the performance of the organization by identifying strengths and improvement needs."

What it lacks in detail, it more than makes up for in sheer entertainment value. After four hour council meetings most aldermen are wriggling to get out of their seats like the last day of senior year.

The event also comes just a few days before the council as a whole is scheduled to vote on two of the more divisive items of the year — emergency medical services and a study on hiring a city administrator, not actually hiring one.

Things shouldn't get too out of hand though, council president Bill Harnden is bringing in a moderator. Call it what you will, but a moderator by any other name is still a security guard.

The three hand-raising excited for our future 'volunteers' are to forge ahead and draft mission statements, how we plan to get there, etc. This is far from over. I understand the Mayor received another call from the female partner of the operation. Asking what is going on? Gosh darn it, three years, every Park/Rec Meeting regarding same going closed door (even to the operator). Don't you think it is time they either stopped this steed or at least pulled it over and saved some of the $35k we have appropriated for the Audit? Now, we are told that she wishes to have a Northside neighborhood organization that encompasses her District. Previous Meetings called have had 200-300 participants. Reportedly she was told it will take a year, on this mornings WIZM News. In fact she was apprised of this delay months ago. Which puts it out well 'over' a year. A Northside area where a Southside President of the Council decided that Northsiders in adjacent District Two do not merit representation of a voting Council Member until April of 2009. "

At that time they were given the 'job' of following up on contractual mandates on the Riverside Center II LLC building. They said NO! Why? Because they did not want my statement as record. Why? BTW, Those in power lost a vote for thier majority when Ms. Decker was appointed. I hear she has a brain of her own. Rather than sharing one with Kirch, Johnsrud, Farmer, Kader, Lenard, Johnson, Gammroth, and Italiano. Remember someone is going to compile the votes the last year or two. Then break them down, then distribute publicly those votes. NOW! I would say that is going to be interesting! "

" Mr. Froto- The get them "all in line" meetings transpire all of the time and have for quite some time. A consortium of three female Councilman (Johnson, Kader, Lenard) have been rumored to have been taking other Council Memebers out to lunch and pressing them against the wall. Kinda like LBJ used to with Congressman. The problem is they are not as intestinally endowed as LBJ was, and this is not D.C.! BTW, Lenard was in charge of heading up the content of the Retreat. Or the material that was not to be 'content'. Can anyone say 'Roberts Rules"? "

" A 'Roberts Rules Seminar'. Is what you should see encapsulated in the Retreat. Instead Councilman Kader is documented to state that City business and Council is not ruled by Roberts Rules. Funny, Corporate America, Boards, Commissions, Townships Cities, States, legislators, etc, etc, etc. All have chosen Roberts Rules as a fence to organize and cordone off area and direction. Besides limiting boundaries. But Kader, she comes from the pick and chose segment of our City government. Pick what helps you, and chose what forwards your agenda. NO RULES!! These are cheap, quick seminars that I coul think of a beter place to have them. It is like playing monopoly with a cheater. "

" Sounds more like a "lets get them all in line" meeting, or "lets make sure we all have the same story" meeting. If they want to evaluate performance etc. the citizens will let you know real quick about the job being done or not done. But, Hey, it sounds goods, makes press and I'm sure its a feel good gesture for them. On second though perhaps they should do this in place of their regular meetings that way they will not create such a mess, nothing gets done anyway that is beneficial except perhaps for tax increases which they love. :) "
